QUESTION

If I install a back flow valve, how and when do I get the grant money?

ANSWER

The process is as follows:

1. You get a service number from Water/Waste Dept., (905-546-2489).

2. Then you or your contractor (usually contractor) applies for a building permit.

3. When your contractor has completed the work it is then inspected by the city.

4. Then the resident applies for the grant of up to $2,000.00

There is some concern that once a resident has completed steps 1 through 3 that there might not be any grant money left and the resident would be left with the bill. Staff advised that there is still money left at this time in the grant account, but it is getting low. Staff advised that when the dollars were exhausted they would report that to Council. Councillor Johnson advised that when the account is drained, Council would normally approve additional dollars to fund the account again. The grant dollars are given out on a first come first serve basis and Councillor Johnson was confident that the account would be funded again.

QUESTION

When councilors receive a tax free portion of their salary, this portion is not tax free to the city, my understanding is that the city pays the federal and provincial taxes on behalf of the councilors. Therefore if the tax free portion is $25,000 the city will pay taxes applicable to this amount to the feds and province.Total paid compensation in this case would be regular pay + tax free portion+ taxes paid by city. Does anybody knows differently?

ANSWER

I can confirm that the questioner’s thoughts are incorrect. The City does NOT pay for the tax free portion of the Councilor’s salaries on their behalf. The Municipal Act allows for 1/3 of a Mayor’s / Councilor’s salary to be income tax free. Accordingly, the Provincial and Federal tax amounts are not paid nor are they remitted by the City. These amounts are just foregone revenues to the Provincial and Federal treasury i.e. no money actually is exchanged in respect of the 1/3 tax free portion.
